Huge progress has been made regarding bank stability and systemic robustness, around quantum and quality of bank capital; leverage; liquidity and other areas – even if major preparatory work vis-à-vis FRTB, MiFID II, IFRS 9 and other regulatory streams remains in process.


Did the ways in which EU-level and national regulatory and supervisory authorities dealt with the terminal issues facing Banco Popular, Banca Monte dei Paschi di Siena, Veneto Banca and Banca Popolare di Vicenza mark a victory for Europe’s bank resolution framework? Or did they instead bring to the fore lack of clarity, inconsistency, latitude, muddled thinking and gameability around a complex set of highly politicised issues?


One thing is for sure: taxpayer bailouts in an era of bail-in are still very much in the toolkit.


What did the rescue, resolution and liquidation processes of those banks reveal about the way in which Additional Tier 1 and Tier 2 capital performed in a crisis? There was very limited contagion impact. But at the same time, few of the features embedded in AT1 instruments displayed as expected. Should we expect a re-pricing of capital and funding tiers in the light of events? What should we glean from the fact that senior unsecured creditors in those situations got off scot free?


Beyond crisis situations, what structural developments have been seen in the suite of bank capital solutions? What are the market’s key discussion points?
